7th Tamil Nadu State Finance Commission holds first meeting under Chairmanship of Thiru K. Allaudin, I.A.S. (Retd.).

The 7th Tamil Nadu State Finance Commission (VII-TNSFC) held its first meeting on 5th August 2025 under the Chairmanship of Thiru K. Allaudin, I.A.S. (Retd.) at the Commission’s Office at Sixth Floor, CMDA Complex, E & C Market Road, Koyambedu, Chennai 600 107. The Chairman and Members were formally welcomed by the Joint Secretary, 7th SFC.
During the meeting, the Chairman highlighted the challenges faced by both rural and urban local bodies, drawing on the insights and learnings from previous State Finance Commissions. Thiru Pratik Tayal, I.A.S., Member Secretary, delivered a presentation outlining key highlights and an overview of the recommendations made by earlier Commissions.

The Commission deliberated on its Terms of Reference, as mandated and notified by the Finance Department through Notification No. 242, dated 28th May 2025. The Non Official Member Thiru N.Dinesh Kumar, Mayor, Tiruppur City Municipal Corporation and Ex Officio Members made presentations and engaged in detailed discussions.
Recognizing the importance of inclusive and evidence-based recommendations, the VII-TNSFC emphasized the need for broad-based consultations with various stakeholders and experts. The Commission also resolved to undertake rigorous analytical work as part of its proceedings.
The 7th State Finance Commission (VII-TNSFC) acknowledged the need for wide ranging consultations with various stakeholders and experts and it will be carrying out detailed analytical work. The Commission approved the Rules of Procedures for the conduct of 7th State Finance Commission (VII TNSFC). The In House Committees has been formed for framing Questionnaires and the Member Secretary requested Members for conveying their suggestions/ comments on the questionnaires designed for collecting information from RLBs and ULBs, so that these questionnaires may be finalized.
The 7th State Finance Commission (VII-TNSFC) will make its recommendations available by 31st August, 2026, covering an award period of 5 years commencing 1st April, 2027.

Commission to Engage with Urban Local Bodies

Following its first meeting, the Seventh State Finance Commission announced its plan to initiate consultations with Urban Local Bodies (ULBs) across the state. This phase of the review will focus on understanding the financial challenges faced by municipalities and corporations, including revenue generation, expenditure management, and service delivery capacities.

The Member Secretary, Thiru. Pratik Tayal, I.A.S., highlighted the importance of this engagement. "Direct interaction with the officials and representatives of ULBs is crucial for us to make informed recommendations. We are looking at innovative solutions to enhance their financial autonomy and sustainability." The schedule for these meetings will be announced shortly on the official website.
